This technology is quite expensive

 The use of technologies like GoalControl, HawkEye, and GoalRef, which come under goal line technology, is very expensive, due to which they are used only at the top level of the game. The high cost of these technologies can be estimated from the fact that it costs about $260,000 to install GoalControl and HawkEye technology in a stadium. Due to this huge expense, FIFA has not made it mandatory in its rules that these technologies should be used in every match.

However, it is also true that referees are not able to make correct decisions all the time, and due to technical limitations, wrong decisions have been made in football matches many times. These mistakes not only raised questions on the fairness of the game but also hurt the feelings of spectators and players. To overcome this problem, FIFA approved goal line technology a few years ago.
